HR 4192:
On April 5, 2000, Representatives Johnson, Neal and Matsui introduced legislation (H.R. 4192) that would impute taxable income to a domestic insurer that reinsures U.S. risks with a related foreign entity. The Johnson/Neal/Matsui bill would apply where the income on the reserves is taxed abroad at an effective income tax rate of 7 percent or below.
